TL;DR: From 1 October 2026, HomePPL’s IDVT checks will be replaced by Entrust’s certified Digital Right to Rent checks for British and Irish citizens. Applicants will complete Entrust’s document, biometric and fraud checks through HomePPL, with the Entrust report shared alongside the final HomePPL assessment.
From 1st October 2026, a digital Right to Rent check must be delivered by a provider certified under the government’s DVS trust framework and the Right to Rent supplementary code. This will replace HomePPL IDVT checks.
The UK government has established the digital verification services trust framework (DVSTF) to certify, register and audit providers such as Entrust, setting the standards that digital verification services must meet so customers and users can be confident a solution is fit for regulated use cases.
Entrust can digitally verify British and Irish citizens to a medium confidence level (M1A) through a tailored combination of document and biometric verification, fraud signals and audited user consent.
HomePPL will act as a relaying party, where applicants must complete the Entrust checks where applicable. Once the HomePPL assessment is finalised, the Entrust Digital Right to Rent reports are shared alongside HomePPL final reports.
